History of the 1st Parliamentarian Club at the State Duma of the Russian Empire.

The Club Russian Parliamentarian carries out its activity within the framework of the traditions of the 1st Parliamentarian Club at the State Duma of the Russian Empire founded in 1906 (which celebrates the 100th anniversary of its foundation next year 2006).

The 1st Parliamentarian Club was initiated by the deputies of the constitutional-democratic party with the goal of teaching the deputies the lawmaking (leading University professors were lecturing) and held its meetings at Tavrichesky Palace, St. Petersburg. The guest speakers (constitutional-democratic party members, as well as representatives of other political parties and specialists from scientific and educational institutions) were explaining:

  • The essence of law
  • Its consequences
  • Its comparability with the laws of other foreign states.

Like nowadays, the crucial issues were discussed at the Club meetings:

  • introduction of the capital punishment;
  • introduction of the "criminal immunity" for the deputies, largely contested at that time;
  • methods of working with Government (there used to be tensions between the deputies and the government. Prime-Minister Stolypin used to attend the meetings of the Parliamentarian club with the purpose of persuading the deputies to change their rigid position on the budget issue).

The activities of the Russian Parliamentarian Club, though modified during the past century, pursue the same line.
